Burbank Housing and Catholic Charities of Santa Rosa are partnering to create Caritas Village, which will include a housing-focused service center, emergency family shelter, and 128 units of permanent affordable housing for those in need. The proposed Caritas Village site consists of one city block, bordered by A, Morgan, 6th, and 7th Streets, located within the St. Rose Preservation District.

Caritas Homes will provide up to 126 new units of permanent affordable rental housing in two residential structures, plus two units reserved for onsite managers. Each phase of the residential construction will be composed of a building providing 64 units, totaling 61,246 square feet. The residential units will be a mix of studio, one-bedroom, and two-bedroom apartments. Approximately half of these units will target people who have experienced homelessness or who are at risk of homelessness.

The residential structures will mostly be built on top of ground-level podium parking for the equivalent of four-story buildings except along 7th Street where the Caritas Homes structures will be three-story apartments. Along Morgan and A Streets, the buildings will have ground-floor residential units facing onto the street to conceal the internal parking garages. The project was entitled in approximately 10 months and received unanimous approval from both the City of Santa Rosa Planning Commission and City Council with more than 20 letters of support. Construction on Caritas Homes Phase 1 is anticipated to begin August, 2021and completed at the end of 2022.
